A New Chapter for Norfolk and Suffolk Victim Care Service

The support service for victims and witnesses of crime in Norfolk and Suffolk is continuing, now delivered by a new, dedicated provider: Catch22. If you have been affected by crime, we are here to offer you free, confidential support starting today, October 1, 2025.

The Norfolk and Suffolk Victim Care Service (NSVCS) provides professional, trauma-informed care to children, young people, and adults across both counties.

Whether or not you have reported the crime to the police, our support is free, confidential, and non-judgemental. The service is funded by the Norfolk and Suffolk Police and Crime Commissioners.

What This Means for You: Better, Easier Support

Catch22 is committed to making sure your support is tailored to your unique needs. Building on the existing service, we are bringing in enhancements to make accessing help easier and more effective for your recovery.

Here is how the NSVCS is here to help you:

Your Own Caseworker: You will have a single person dedicated to supporting you throughout your entire journey, so you don’t have to tell your story repeatedly.

Faster Help When You Need It: If you have urgent or complex needs, we will reach out to you faster to get your support started immediately.

Flexible Ways to Talk: We meet you where you are. You can choose to receive support in-person, over the phone, via video call, or through a safe, secure webchat (which will be launched in November).

24/7 Online Support: Our caseworkers will work with you, step-by-step, to create a personalised recovery plan that respects your wishes and helps you feel stronger.

Committed to Our Community

“We are proud to take on the responsibility of delivering the Norfolk and Suffolk Victim Care Service,” said Joe Raby, Assistant Director (Justice and Education) at Catch22. “Our focus is simple: putting victims’ rights and recovery first. We are committed to making sure every person affected by crime in Norfolk and Suffolk can easily access the inclusive, expert care they need to move forward.”

Suffolk’s Police and Crime Commissioner, Tim Passmore, said “Norfolk and Suffolk Victim Care delivers an essential service to assist victims in coming to terms with what has happened to them and help them move forward with confidence.

“As Suffolk’s PCC I have to ensure victims are properly supported, so I welcome this new contract and look forward to working with the new providers of this service, Catch 22.  It is vital for all concerned that there is a multi-year contract which provides certainty for victims and for the staff in the charity which benefits us all.”

Norfolk’s Police and Crime Commissioner, Sarah Taylor, said: “In my role as Norfolk’s PCC, I have a duty and responsibility to make sure that victims of crime are properly supported when they need it. I am pleased to be able to fund a wraparound service for victims of crime, who will be treated with the dignity and care they deserve. This service will support people across Norfolk and will be delivered by the new provider, Catch22.

“With unprecedented court backlogs and long trial delays, the impact on victims is deeply concerning and this service will help provide valuable support to people alongside that provided by the Constabulary and other partners.”
